dtm - The date in a YYYY-MM-DD format, followed by the time in a HH:MM:SS format, given in Coordinated Universal Time (UTC).

f - The system frequency as measured at that second in time.

Comment If generation and demand were in balance the system would be running at 50 Hz. If the frequency is below 50 Hz, demand is greater than generation and if the frequency is over 50 Hz the converse is true.
